GIT PROJECT (LAND MANAGEMENT SECTOR)

The project is part of GIT paths of evolution of the PA aimed at developing, through the use of technological tools and the definition of organizational conditions, cooperation between administrations for the provision of integrated services to citizens, companies and professionals.





In particular, the project GIT aims to develop models of information management and organization of the participating municipalities to

• share register and the function of government taxation, through the use of information flow of Land and Revenue Agency, as provided by law and circular
• Reduce the Digital Divide;
• monitor and manage local development as a heritage;
• develop forms of fiscal equity through a direct relationship with citizens;
• Implement concrete forms of administrative simplification and transparency citizens and businesses.

In line with the sharing of experiences among the participating municipalities, the project enhances the experience and investment of the project participants and aims to implement an exchange, resulting in an enrichment of the potential service delivery more effective.
It includes the activation of specific levels of applied cooperation in order to submit a chain of institutional decentralization of government, which has characterized the last years. Success factor is the involvement provided by the decentralization of the Agency of Natural Resources, Revenue and the region for layers of information and resources for their competence.
The project will achieve three main objectives:

• Definition of technological systems functioning: Start at every aggregation / organization a technological environment in which the GIT platform and application services developed have been tested;
• Development of models of functioning institutional, organizational and management: making models of operation at the institutional, organizational and management, tax and land, even with the definition of technology specifications to support their implementation. Implement project designing a working solution in pilot areas in reference to general models definiti.
• Disseminazione delle buone pratiche: attivare la circolazione di buone pratiche fra enti/aggregazioni. Tra i soggetti aderenti al progetto le buone pratiche sono rappresentate da soluzioni istituzionali, organizzative, funzionali e tecnologiche necessarie al raggiungimento degli obiettivi 1 e 2. Verso l’esterno la disseminazione delle buone pratiche è rappresentata dalla presentazione dei risultati ottenuti dal Progetto.

TESTING CDU (Certificate of Allocation Planning)

Una delle interessanti funzionalità messe a disposizione dal WebSIT SIGIT è la possibilità di creare in modo del tutto in automatico il Certificato di Destinazione Urbanistica (CDU). Ciò permetterebbe un notevole risparmio di tempo agli uffici tecnici comunali, oltre a semplificare le operazioni di sovrapposizione delle informazioni necessarie alla sua stesura.
La tematica del CDU è un obiettivo previsto nel progetto ministeriale ALI-CST, che dovrà essere raggiunto entro la fine dell’anno in corso avviando una sperimentazione sul Comune di Bareggio (per poi estenderla in futuro ai Comuni che ne faranno richiesta). È stato scelto, quale comune per la sperimentazione, Bareggio in quanto ha a disposizione il proprio PGT (dal quale should be left for the creation of the HRC) already approved and available formats shape.

The production of the CDU is in fact necessarily linked to the PGT and its loading platform SIGIT websit.

The first part of the work will then turn to the loading of the PGT in size shape and setting on the web platform template (pattern) print of the CDU.

the months of February and March 2010 contact was made with the Software house to investigate this issue, for now, we are planning the activities related to loading and is currently drafting a work plan.

The automatic production of the CDU is one of the distinctive elements of the websit SIGIT, which unlike the common WebGis puts forward a series of additional services that are useful to the activities of municipal technicians.

Per disporre degli elementi conoscitivi necessary choices of planning and land management, the Lombardy Region has chosen to carry the Topographic Data Base: a base of reference geographic region and shared between local authorities, on which we can integrate the information, which constitute the wealth of information of regional SIT integrated and will be updated continuously.

After having promoted calls for funding for the production of the Topographic DB (to which all municipalities are part of SIGIT attended), the region want to deal with the issue of updating base map in question. To this end it has launched a series of meetings with the municipalities that have already experienced delle forme di aggiornamento cartografico ed il catasto.

A conferma dell’importanza e dell’innovazione delle tematiche trattate, il CST SIGIT è stato chiamato a partecipare al Tavolo tra Regione, Comuni e Catasto.

La tematiche trattate in questi incontri riguardano:

-           la definizione delle modalità di aggiornamento del Data Base Topografico (attraverso il MUDE);

-           la definizione di un sistema di interscambio tra Data Base Topografico e Data Base catastale (attraverso una “carta unica”).

La finalità del tavolo è quella di proporre un progetto di fattibilità per la nuova legislatura inerente:

-           la realizzazione delle integrazioni al Data Base Topografico;

-           l’avvio sperimentale di procedure per l’aggiornamento del Data Base Topografico e di interscambio con il Data Base Catastale.

Per le modalità di aggiornamento del DB Topografico il SIGIT è impegnato nella collaborazione con Regione Lombarda e Agenzia del Territorio per verificare la fattibilità di un percorso integrato di aggiornamento del DB Topografico e del Catasto evitando duplicazioni e operazioni ripetitive per cittadini e professionisti.

Non si vuole costituire un data base unitario, ma an efficient system of exchange.
